ArcGIS Desktop 9.3 will no longer be supported starting on December 15, 2017 and ArcGIS Workstation 9.3 will no longer be supported starting on December 31, 2017. You will be able to use an ArcGIS Online services license for ArcGIS Desktop 9.3 and ArcInfo Workstation 9.3.
What can I do instead of upgrading to ArcGIS Online? You can use ArcGIS Desktop Pro on Windows or Mac. ArcGIS Desktop Pro is available for $15.99 per user, per year. You can also use ArcGIS Enterprise for Windows or Mac. ArcGIS Enterprise is available for $29.99 per user, per year. With ArcGIS Online, you can use ArcGIS Enterprise or ArcGIS Desktop Pro as long as you have an ArcGIS Enterprise or ArcGIS Desktop Pro license. You can also use ArcGIS Online for ArcGIS Enterprise for Windows or Mac. ArcGIS Online for ArcGIS Enterprise for Windows or Mac is available for $11.99 per user, per year.

How can I upgrade my ArcGIS Desktop license to ArcGIS Online? If you are upgrading from ArcGIS Desktop 9.2, you will be able to use an ArcGIS Online services license. ArcGIS Online will not support the previous desktop license types. The ArcGIS Online Services for ArcGIS Desktop license costs $24.99 per user, per year.
The ArcGIS Online services license for ArcGIS Desktop and ArcGIS Workstation is the same license as the desktop license. It provides access to ArcGIS Online, ArcGIS Server, and ArcGIS Pro for Windows or Mac.
